Carolina has an undergraduate degree in Civil and Environmental Engineering from the Universidad de Los Andes in Bogotá, Colombia. She also has a Master in Civil Engineering with a focus on Transportation Systems from the same university. She successfully completed the Erasmus Mundus PLANET Europe, a double-degree Master in Urban Planning, Environmental Policy and Regional Development from Radboud University in the Netherlands and Cardiff University in Wales.

She has more than 10 years of experience in transport and sustainable development, with a focus on urban mobility. She has worked in the challenging process of organizing Bogotá's public transport (SITP), as well as in different BRT planning and implementation projects in Mexico which require the participation of various stakeholders and the community to be successful. Carolina has extensive experience in developing economies and in participatory processes for planning and executing urban mobility projects. In addition, she has knowledge of the environmental behaviors of urban transport, in particular, the reduction of GHG and pollutants for health such as PM10.

Currently, she is carrying out various projects for the European Parliament to assess the impact of the COVID-19 pandemic on urban and regional mobility in Europe. Carolina has worked in cities and towns of various sizes, beliefs and cultures, from large metropolises such as Bogotá or Santiago, to small rural areas in the Netherlands, Mexico, Argentina, the Kurdistan Region, Palestine, Uganda, Mozambique, São Tomé and Príncipe, among others. In Chile, Carolina supported the Municipality of Las Condes with the evaluation and next steps of its pilot project in Bicycles "Plan Holland, Vías Naranja". The evaluation of this project helped Las Condes visualize a possible network of cycle-belts and cycle-corridors, combining their knowledge and Dutch expertise in bicycles and sustainable mobility.
