The ICCA is an objective assessment on how cities are performing regarding cycling in a regional and worldwide context. The ICCA aims to provide cities, organizations, and experts with an overview of the current cycling environement across the globe, as well as highlight opportunties for cycle mobity in the participating cities.
The ICCA uses three competency areas to determine the level of cycling inclusive mobility: Hardware, Software and Orgware. Hardware covers the infrastructural aspects, Software covers the virtual and mental elements, and Orgware covers the organizational aspects in the city. The data is collected through a survey completed by experts from each city and through web research. The survey consists of a set of quantitative and qualitative questions, which relate to the three competency areas. The goal of this approach is to also highlight improvements that cannot be seen, for example safety, marketing, equality and funding.The scoring is done in comparison with best practices globally.
